WFP 사무총장, 농업인의 날 맞이해 한국에 감사 표시

비즐리 사무총장은 “한국 문화에서 흰 쌀밥은 건강을 상징한다는 것을 알고 있다”며 “한국 농업인들이 건강의 상징인 한국 쌀로 전 세계 가장 큰 위기를 겪는 가족들에게 도움을 주고 있다”고 강조했다.

이에 문재인 대통령은 기념식 축사를 통해 “매년 5만 톤의 쌀이 (WFP를 통해) 예멘, 에티오피아, 케냐, 우간다에 전해져 300만 명의 식탁에 오르고 있다”며 “세계식량계획 사무총장은 한 세대 만에, 식량을 원조받던 나라에서 세계 아홉 번째 규모의 원조 공여국으로 성장한 한국 농업의 발전에 놀라움을 표현했다”고 화답했다. 한편 농림축산식품부는 2018년부터 매년 한국 쌀 5만 톤을 예멘, 에티오피아, 케냐, 우간다 WFP 구호 사업 현장으로 보내고 있으며, WFP는 이를 소개하고 지지서명도 참여할 수 있는 홈페이지 (https://wfpkoreanrice.kr/)를 운영 중이다. 데이비드 비즐리 사무총장의 축사 전문과 번역본을 아래에 소개한다.

President Moon, Minister Kim, ladies and gentlemen,

Thank you for inviting me to take part in your annual farmer’s day celebrations.

Congratulations on this special day which celebrates Korean farmers and Korean agriculture.

For those of you who don't know, the world food program is the world's largest humanitarian agency fighting hunger all over the world. Last year we reached about 100 million people in over 80 countries with food assistance. And last month we were truly humbled and honoured to be awarded the 2020 Nobel peace prize. We couldn't have achieved this any of this without the generous support of the people of the Republic of Korea.

But now we need your partnership and friendship more than ever. Even before our world was turned upside down by covid-19, 690 million people many of them children were going to bed every night hungry. Another 135 million people were marching to the brink of starvation. And today, because of the economic devastation caused by the virus, this number could very well reach 270 million people. That's nearly one billion people suffering the pain of hunger.

We still have a long long way to go before every child on the planet has enough to eat. But the Republic of Korea's story, it gives me hope for the future of the world. WFP started working in your country way back in 1964 in the aftermath of the Korean war and for 20 years we supported the Korean people with food assistance. And during this period, you rebuilt your country and farmers in the agricultural sector played a leading role in the recovery. Your story, it shows the importance of investing in food security and sustainable agriculture to lay strong foundations for long-term stability and prosperity. In just one generation your nation achieved an incredible transformation going from aid recipient to a donor and today the Republic of Korea is WFP's ninth largest government supporter on earth. In this year, you have given us over 50,000 metric tons of rice which has fed 3 million hungry people in Yemen, Ethiopia, Kenya, Uganda.

I know that in Korean culture white rice symbolizes good health. And this is exactly what Korean farmers have given to some of the most vulnerable families in the world. Thank you.

Your country's journey over the past 60 years is truly inspirational. It shows that with commitment hard work and determination, zero hunger is truly within our grasp. You are a tremendous example of everything that we strive for at WFP. I hope your nation's story inspires the international community to fund the expansion of humanitarian programs which are still desperately needed in many nations around the world.

Programs which provide nutritious foods to children and their mothers and vaccinations against preventable illnesses and community defences against floods and droughts, the profound impact of the coven 19 pandemic has made this task even more urgent.

But I am optimistic that this unprecedented crisis is also our chance to create the better world we all want to see. Each of us has a part to play, governments, business, farmers the agricultural sector to build a brighter future for children everywhere. If we work together in partnership, we can achieve our shared ambition of a world free from hunger.

올해 농업인 날 행사에 저를 초대해 주셔서 감사드리며, 대한민국 농민과 농업을 기념하는 이 특별한 날을 축하드립니다.

유엔세계식량계획(WFP)은 전 세계 기아에 맞서 싸우는 세계 최대의 인도주의 기관입니다. 작년 WFP는 80 개국이 넘는 곳에서 약 1억 명의 사람들에게 식량을 지원했습니다. 그리고 지난 달, 저희 기관이 2020년 노벨 평화상 수상자로 선정된 것에 대해 깊이 감사드리고 매우 영광스럽게 생각합니다. 대한민국 국민의 아낌없는 지원 없이는 이 모든 것을 이룰 수 없었습니다.

그러나 이제 우리는 그 어느 때 보다 여러분의 협력과 지지가 필요합니다. 코로나 19로 전 세계가 극심한 어려움에 처하기 전에, 이미 많은 어린 아이들을 포함한 6억 9천만 명의 사람들이 매일 밤 배고픔 속에 잠자리에 들었습니다. 또 다른 1억 3천 5백만 명의 사람들이 기아 직전에 위기에 처해있습니다. 이에 더해, 오늘날 바이러스로 인한 경제적 피해로 이 숫자는 2 억 7 천만 명에 달할 것으로 우려됩니다. 약 10억 명에 달하는 사람들이 굶주림으로 고통받고 있는 것입니다.

지구상의 모든 아이들에게 충분한 먹을거리를 주기 위해서 우리는 아직 갈 길이 멉니다. 하지만 대한민국의 이야기는 전 세계에 미래에 대한 희망을 줍니다. WFP와 대한민국의 관계는 한국이 전쟁의 폐허로 고통받던 1964 년으로 거슬러 올라갑니다. 그로부터 20년간 WFP는 한국 국민들에게 식량을 지원했습니다. 이 기간 동안 한국 국민 여러분은 대한민국을 다시 일으켜 세웠고 농업과 농업인들이 이 여정에 주도적인 역할을 했습니다. 대한민국의 이야기는, 장기적인 안정과 번영을 위한 강력한 기반을 마련하기 위해서 식량 안보와 지속 가능한 농업에 대한 투자가 중요하다는 것을 시사합니다. 단 한 세대 만에 여러분의 국가는 수원국에서 공여국으로 변모하는 놀라운 성과를 달성했으며, 오늘날 대한민국은 유엔세계식량계획의 9 번째 규모의 공여국입니다. 대한민국은 매년 5만톤의 한국 쌀을 지원하여 예멘, 에티오피아, 케냐, 우간다에 있는 3백만명의 굶주린 사람들에게 도움을 주고 있습니다.

지난 60년 동안의 한국의 대장정은 진정으로 놀랍습니다. 이 여정은 헌신적인 노력과 결단력으로 제로헝거(기아퇴치)가 실제로 달성될 수 있다는 것을 보여주고 있습니다. 대한민국은 WFP가 제로헝거를 위해 추구하는 모든 것들의 훌륭한 모델입니다. 여전히 세계 곳곳에서 절실히 필요한 인도주의 활동이 확대될 수 있도록 한국의 이야기가 국제사회에 큰 영감을 주기를 바랍니다.

아이들, 임산부 및 수유부에게 영양가 높은 식량을 제공하고, 억제가 가능한 질병에 대한 예방접종을 실시하며, 홍수 및 가뭄에 대응하는 지역 사회의 기반을 구축하는 활동들, 코로나19 팬데믹의 심각한 영향으로 인해 이러한 활동들은 더욱 긴급하게 되었습니다.

하지만 저는 이 전례 없는 위기가 우리 모두가 보고싶어 하는 더 나은 세상을 만들 수 있는 기회가 될 수 있다고 기대합니다.

정부, 기업체, 농업인, 농식품 산업, 우리 모두는 아이들을 위한 더 밝은 미래를 건설하기 위해 각자의 역할을 가지고 있습니다. 우리가 함께 힘을 모은다면 기아가 없는 세상을 향한 공동의 목표를 이룰 수 있을 것입니다.
